Personally, I very much identify with this overview and think that it would make useful reading for policy-makers and bureaucrats around the World – it is generalizable beyond education, in my view.

David Cameron and his Coalition Government could well pick up some useful tips here, on reforming the UK Public Sector or for that matter the EU bureaucracy.
