This is an interesting publication from the UK Cabinet Office.
Despite Francis Maude‘s arguments, I am not sure that the UK Government is genuinely leveraging SMEs (small medium enterprises) more effectively. I suspect that the new SME arrangements, in effect, bring back more cost-effective contracting.
