This article is implying that Obama is for modest controls of Financial Services, whereas Romney favours further deregulation of Financial Services.
Given the 2008 Financial crisis in the US, and the recent financial crises in the UK, I support stronger financial regulation as proposed by the German led European lobby in 2008.
