Personally, I think had Margaret Thatcher been in power now, rather than David Cameron in the UK, there would have been huge focus on languages, with top quality teaching, modern aides, plus large tax breaks for investment in language skills.
In terms of scale and challenge, per head of population, the UK needs to probably match Chinese investment in the English language.
