The Government had no overarching vision for local authorities, no strategy, nor effective implementation plan; leadership in local authorities is often weak and their is far too much dependency on expensive consultants. Simply, the Treasury applied the bacon-slicer to cut costs; the result, as predicted is collapse of front-line services.
