As I read the article, my mind focused on the level of aid that has been pledged. These amounts are tiny in relation to the billions of Euros that the EU has poured into Palestine. Why?

Surely, it time to overhaul the EU foreign aid process? What’s the effectiveness of EU donations? What percentage of the aid is diverted in corruption?
