I came across this cartoon on Global Times, a Chinese Newspaper in English (www.globaltimes.cn). The German chancellor, Angela Merkel, together with the badly injured Euro kid is knocking at the gates of the Forbidden City in Beijing. The Forbidden City had been the center of Chinese politics for hundreds of years. Now, it is Zhongnanhai, just on the other side of the road.

This cartoon very nicely depicts the current situation. The rich, debt-ridden countries of Europe ask poor China for money. “Hold on”, you might think, “China’s poor and Europe’s rich? Isn’t it the other way round?”. Well, it really depends how you see it.

  1. Angela will find a reasonably interested audience when she gets to China because they respect the power she has in Europe and they respect her intellect.

    She was after all trained as a nuclear physicist, whereas much of the UK’s political class are either local government officials with no experience of business or are lawyers and reporters (reptiles as Private Eye would put it).

    Beyond that the Chinese see an important ally, who they trade with, and can learn from, in terms of the second and third stages of the Chinese economic transformation, beyond the “Workshop of the World ” manufacturing stage into services and IT/BPO and then into an intellectual capital/knowledge based stage.

    Whereas we in the Anglo Saxon “Free Market” capitalism world think in the short term, Angela with her disciplined controlled capitalism model thinks longer term which is why the Chinese, who think longer term than anyone else will warm to her approach whereas David Cameron and Obama and his henchmen, particularly Geithner, are viewed by the Chinese with little hidden anger.
    This not least because of the actions of Geithner and David Cameron, who both lectured the Chinese in public about human rights, currency appreciation and foreign policy and tried to make them lose face.

    The proper place for discussions of that kind is behind closed doors and in secret and Frau Merkel knows how the game is played.
    China needs allies in Europe to politically restrain American military interventionism in the Middle East and Africa of the kind that General Westmoreland talked about openly on You Tube following a meeting he had in the Pentagon in 2007, where he was shown long term plans developed at the behest of President Bush for regime change in Iran, Syria, Libya, the Lebanon, Somalia and the Sudan.

    China needs oil and mineral wealth from Africa and the Middle East to secure economic growth whilst Europe with it’s ageing population needs younger workers to support them, as well as the oil and mineral wealth to bolster their ailing economies with the exception of Germany which has found a better way to achieve it.

    Longer term China will need a plan B, which will be low cost synthetic oil made from her prestigeous reserves of coal.
    Who better than the best engineers in the world, combined with Japanese robots to do the heavy lifting, to find the solution?
    In short Mrs Merkel is hedging her bets whilst the Chinese are forging new alliances and slowly breaking up what passes for Western unity by following Sun Tzu’s maxim about dealing with enemies without fighting in which he suggests “Break up their accords”, “take them by confusion”.

    Whilst Mrs Merkel hedges her bets the rest of us need to learn from this example and develop a much more intelligent strategy for export led growth and far less reliance on the sales of arms and financial services.
